"This pleasant, 14-story apartment building at 1270 Fifth Avenue on the northeast corner at 108th Street was erected in 1957 as the first middle-income co-operative apartment house in Manhattan under Section 213 of the National Housing Act that authorized Government-insured loans to private developers of co-operative housing.  The act was passed in 1950 and between then and 1957 about 22,000 co-operative apartments were erected in the New York metro region, but none in Manhattan.
