Mayor suggests smoking ban in city parks and beaches; New vote on Green Thumb community gardens approaches.

Mayor Bloomberg has announced that he was in favor of a smoking ban for the city’s parks and beaches, citing health risks from secondhand smoke and littering by smokers. City Council speaker Christine C. Quinn has expressed some interest, though she added that fines for violation should be “modest.” A similar initiative was recently vetoed by California Gov. Arnold Schwartzenegger.

The 2002 agreement between the city and the New York State Attorney General’s Office which preserved 198 community gardens and protected hundreds of others from the threat of development expires in September of this year. Drafts are currently being written to replace the original agreement, but new language may not guarantee protection for gardens preserved by the existing regulations. The city’s community gardens–notably in the East Village–transformed vacant, garbage-strewn city blocks into vibrant green spaces that encouraged community involvement.
