Community board approves East Village historic districts; City says yes to housing on Brooklyn Bridge Park grounds

Community Board 3 has approved the proposed addition of two East Village historic districts. The proposal to create the new districts, one along Second Avenue and another that runs along East Tenth Street, has been a source of concern to some area churches and synagogues for fear that renovations would be more costly under historic district guidelines. Board members attempted to address this concern with an amendment—which they submitted before voting—that would offer exemptions for houses of worship within the districts. With the Community Board’s recommendation, the proposal will head to various city agencies for approval on its way to a vote by the City Council.

City and state officials have agreed to allow development of private housing on Brooklyn Bridge Park grounds to help pay an expected annual operating cost of $16 million. Opponents of the deal feel that the risks inherent in having private development fund such a high-maintenance park—future plans include expansion to 85 acres on five piers along the East River and the addition of tennis courts, a swimming pool, a skating rink, community space and a seasonal bubble over playing fields—outweigh the benefits. There are also plans for a hotel and retail complex to help generate revenue, but big residential towers tend to attract more controversy given their increasing presence in the borough in recent years.
