The 16-story building at 38 Delancey Street is also known as 138 Forsyth Street and it fronts on Sara D. Roosevelt Park.

The building has been designed by Henry H. Hong PE for Yang Tze River Realty Corporation of which Sang Kwai Yam is a principal.

The building has a three-story retail and office base with a setback lower for the apartments, many of which have balconies.

A permit for the building was issued November 21, 2008 and its application with the Department of Buildings had been approved October 14, 2004.
