In late 2014, applications were filed to build a 10-story, commercial building at 41-49 Spencer Steet in western Bed-Stuy. The large parcel is located in a semi-industrial area of the neighborhood, near its Williamsburg border.. The lot was previously occupied by a low-rise warehouse structure and a parking lot.

Permits filed by Charles Mallea remain unapproved but specified a tower that would have been among the highest the area. Inside would have held a parking garage from the cellar to 3rd floor, six floors of medical offices above and a top floor occupied by offices. No new applications have been filed for the site since 2015.
