June 15, 2022 marks the official end of the 421-a program that offered developers tax breaks in exchange for including a percentage of rent-stabilized units in their buildings. However, this is not the end of the city's attempts to solve the housing crisis: Mayor Eric Adams has just announced his long-awaited affordable housing plan after seeking feedback from renters, real estate industry stakeholders, and the homeless alike. The new initiatives include improving public housing stock and NYCHA, reducing red tape so as to speed up the construction of new housing, addressing homelessness, upgrading housing quality, and building and preserving affordable housing.
Mayor Adams unveiled his plan in a presentation at 90 Sands Street, which was originally built as a hotel for the Jehovah’s Witnesses. Non-profit Breaking Ground purchased it for $170 million in August 2018 and set about converting it to affordable and supportive units. In addition to 305 units for the formerly homeless and 185 affordable units for a wide range of incomes (full criteria and application here), the building will offer an attended lobby, a community room, a digital library, a fitness room, and reimagined plaza space. Utilities will be included in the rents.

As part of its goal to create "the most sustainable block in Downtown Brooklyn," Alloy Development will make 100 Flatbush Avenue entirely electric, including for such functions that would normally use gas. Additional environmentally friendly features are set to include a high-performance building envelope, residential heat pumps, and natural materials. The building will not offer parking, so as to encourage alternative methods of transportation, but it will feature 224 bike spaces, a fitness center, a rooftop pool, and flexible workspace. The apartments will comprise 396 market-rate units and 45 affordable units. Construction is underway.

At the beginning of June 2022, ground broke on The Brook, a 600-foot-tall tower planned for the Albee Square section of Downtown Brooklyn. The New York Post identified Beyer Blinder Belle as the architect, and the finished product will feature nearly 600 units and 30,000 square feet of indoor and outdoor amenities.

In November 2021, developer Feil Organization filed permits for a mixed-use tower at the corner of Fulton Street and Red Hook Lane. Renderings depict a glass and metal tower rising from a base contextual with the low- and mid-scale buildings along Fulton Street Mall. Upon completion, it is expected to include 100,000 square feet of commercial space, 73 parking spaces, and 421 apartments (30 percent of which have been designated affordable). Demolition of the three-story structure previously on the site is nearly complete, and construction of the new building is expected to commence later this year and take approximately three years.
