New Independence Plaza tower in limbo

Jun 02, 2025

The owners of Tribeca's Independence Plaza have plans for a new, one million-square-foot tower that would add about 900 new housing units to the complex. The project is on hold while Stellar Management, which owns the property with Vornado Realty Trust, examines opportunities created by the recently enacted City of Yes for Housing Opportunity. However, the cost of waiting is rising in tandem with interest rates.

Broker & Resident Comments

This "mixed-income" Tribeca complex offers "spacious" apartments with "million-dollar views" of the Hudson River in a "prime downtown location." While the "recently renovated" units boast "modern amenities" including washer-dryers and "marble countertops," tenants note the buildings maintain their "1970s character." The "diverse community" and "friendly doormen" create a "welcoming atmosphere," though some cite "maintenance challenges" and "elevator issues." Despite "luxury-level prices," residents appreciate the "generous closet space" and "larger-than-average" floor plans that are "rare finds" in lower Manhattan.

Managed by Stellar Management

Stellar Management was founded in 1985 by Laurence "Larry" Gluck and is headquartered in Manhattan. In more than four decades it has built a portfolio of roughly 100 properties and over 12,000 rental apartments. The firm’s holdings span a wide range of NYC neighborhoods - from Upper West Side and Harlem walk-ups to newer buildings in Washington Heights - and extend into Brooklyn, Queens, the Bronx and nearby Westchester. Many of its buildings offer amenity-rich living: tenants typically enjoy 24/7 doorman or concierge service, on-site fitness centers, rooftop terraces and shared lounge spaces, with leasing handled directly by Stellar on a no-fee basis.

Stellar’s portfolio also includes commercial and mixed-use projects across the city. For example, The Willard at 252 West 76th Street is a landmark Upper West Side building that Stellar has renovated into modern rental apartments featuring prewar architectural details and contemporary finishes. This Beaux-Arts property offers a staffed lobby, fitness center, children’s playroom and a rooftop deck. These projects reflect Stellar’s long-term, community-focused philosophy: the firm emphasizes hands-on management and reinvestment in its properties to create vibrant, sustainable living spaces. For renters, this translates into well-maintained buildings with integrated amenities, no-broker-fee leases and the stability of direct owner-management.
