A formerly city-owned property in Hamilton Heights, once restricted to nonprofit cultural organizations is now facing a Landmarks Preservation Commission (LPC) review. Developer BRP Development Corporation purchased the vacant lot at 841-847 St. Nicholas Avenue and West 152nd St. from the Dance Theater of Harlem for $3.1 million after a deed restriction limiting the site’s use was quietly lifted by the city for a cost of $875,000. BRP plans to build a 38 units of affordable housing and studio space for the Dance Theatre of Harlem.
The chain of events mirrors the Rivington House scandal in the Lower East Side, where after a deed restriction was secretly lifted, the facilities operator sold the building for $116 million to a developer who is now converting the home into luxury condos.

BRP's lot is within the Hamilton Heights/Sugar Hill Northwest Historic District, prompting a design review by the LPC. Long Island-based SLM Architecture are the designers, and drawings embedded in the LPC presentation document show a rather pedestrian design rising 7 stories and clad in red brick. There will be a pre-cast stone base, air conditioning grilles under most windows, and a black metal cornice. There will also be a pre-cast stone cornice above the second and fifth floors.
Officials told DNAinfo, that the developer plans to offer 30 of the apartments to people making 60 percent of the area median income, one at 50 percent and seven at 40 percent. The building will seek Enterprise Green Community certification and is expected to begin in late 2017 with expected occupancy in 2019.

The LPC hearing is scheduled for 9:45 am, Tuesday, June 27, 2017.
