The 12-story, mid-block commercial building at 31 East 28th Street between Madison and Park Avenues is being converted to condominium apartments by Henry Justin.

The light-gray-brick building has a three-story limestone base and a canopied entrance.

Mr. Justin was the developer of two recent conversions: the Heywood condominium at 263 Ninth Avenue at 26th Street and the Cass Gilbert condominium at 130 West 30th Street.

This attractive pre-war building, which is across the street from the entrance to the Ziff Davis Building is close to several other conversions underway such as 50 and 76 Madison Avenue at 26th and 28th Streets. It will have about 20 apartments and a concierge. It has no garage, no balconies and no sidewalk landscaping.
