Revealed: New Affordable Hallets Point Building to Rise Near Astoria's New Ferry Launch

Last October, applications were filed by the New York City Housing Authority to build a new 14-floor, 163-unit residential building on a parking lot within the Astoria Houses campus. Per Ettinger Engineers, above is the first rendering of the building to rise. It is addressed at 3-24 27th Avenue, between 3rd and 4th Street, and tentatively called Halletts Point Building 7. All apartments will be designated “affordable” and its construction was negotiated as part of the Hallets Point mega-development taking shape nearby along the waterfront. The entire 2.4 million-square-foot plan is spearheaded by the Durst Organization and was approved under the Bloomberg administration.

Like the first currently-rising pair of Hallets Point buildings, Dattner Architects is behind the design. The exterior will be a no-frills affair of orange-brick and reasonably-sized windows. There will be 10 to 14 units per floor in addition to amenities such as bike storage, lounge, fitness room, community room and laundry room.

The site is quite a trek to the nearest subway station but in late August, ferry service to the Hallets Point peninsula was launched, providing locals commutes to Wall Street in 38 minutes. East 34th Street, Roosevelt Island and LIC are other stops in between.
