Rowan II: Cutting edge condo to rise next to Astoria record-breaker; New developments now selling in Astoria

In early May 2025, a groundbreaking ceremony was held for Rowan II, an 86-unit condominium in Astoria. The INOA Architecture-designed condominium will rise at 21-11 31st Street on a site directly north of the The Rowan, the boutique condominium that set a new sales record for Astoria not once but twice.
An entity dubbed RFC 31 Street LLC, which is linked to The Rowan's developer RockFarmer Properties, is at the helm of the project. Renderings depict a low-rise building with a pale stone facade, swoops, swishes, floor-to-ceiling windows with rounded corners, and private terraces in select units.

INOA founder Murat Mutlu's resume includes stints with Zaha Hadid Architects and Skidmore Owings & Merrill before he started his own firm in 2010. The firm is designing several large-scale projects in Newark, and the transit-oriented Miroza Tower topped out in Yonkers in late 2024. Its New York City portfolio includes The Pearl Townhome on the Upper West Side (listings off the market as of this writing), 108 India Street in Greenpoint (sold out), and Lumina in South Slope (five availabilities from $995K).

The Rowan II is rising on a site that once housed several low-rise commercial businesses, most notably a Verdi Fresh supermarket. The developer paid over $23 million for the site in 2022, and Verdi Fresh closed in September 2023. However, local grocery chain Lincoln Market opened a new location in the base of The Rowan in January 2024.

In the early 2020s, The Rowan took Astoria by storm with its modern design by DXA Studio, its luxurious and well-thought interiors, and its extensive amenity package. A penthouse in the building set a new sales record for Astoria in October 2020 when it sold for $1.65 million, and the building broke its own record less than a year later: Residence #5D, a spacious two-bedroom with a private terrace, sold for $1.699 million ($1,264 per square foot) in March 2021. There are no public availabilities in the building as of this writing.

In addition to ultra-convenient supermarket access, The Rowan enjoys close proximity to Astoria Park, the landmarked Astoria Pool, and a vibrant local dining scene. The Astoria-Ditmars Boulevard N/W trains allow for an easy commute to Manhattan.
