The owners of Tribeca's Independence Plaza have plans for a new, one million-square-foot tower that would add about 900 new housing units to the complex. The project is on hold while Stellar Management, which owns the property with Vornado Realty Trust, examines opportunities created by the recently enacted City of Yes for Housing Opportunity. However, the cost of waiting is rising in tandem with interest rates.
