The façade draws on Bauhaus industrial aesthetics, alternating gray and white sections above a red granite base. Incised lines and smaller windows define the gray bays, while larger windows, narrow cornices, and corner louvers distinguish the white sections. The building occupies the former site of a concrete plant near the Williamsburg waterfront and a state riverfront park.
