Chelsea and the Meatpacking District aren’t the first neighborhoods to come to mind when talking about affordable housing. But a new 18-floor, 160-unit building at 425 West 18th Street may be your best bet to get in at below market-rate rents. Sited on a former parking lot belonging to the NYCHA's Fulton Houses complex, the mixed-income project was made possible by the Bloomberg administration who promised to deliver low- and middle-income apartments in conjunction with their sweeping 2005 rezoning of West Chelsea and Hudson Yards. In 2012, the city and Artimus Construction opened Elliott Chelsea, a 168-unit rental building on West 25th Street that offers permanently affordable housing and 30 units earmarked for NYCHA residents.
Now the Fulton Houses project has reached its final 172-foot height and a conventional façade of masonry and glass will soon enclose the frame. Artimus Construction is the developer here again and Gerner Kronick + Valcarcel Architects (GKV) are the designers. Amenities wil include a roof deck and bicycle parking. There will also be a 4,560-square-foot community facility and improvements will be made to the Fulton Houses existing basketball court and playground.
An affordable housing lottery for apartments is expected to launch in the coming months. All the units will be permanently affordable and consist of 51 studios, 70 one-bedrooms, and 38 two-bedrooms. There will also be several affordability tiers for eligibility.
