Windsor Terrace offers a peaceful, down-to-earth, almost suburban atmosphere between Prospect Park and Green-Wood Cemetery in Brooklyn. The area is largely residential, with housing stock mostly dedicated low-rise pre-war apartment buildings, but new construction multi-family buildings are rising in the neighborhood. A case in point is The Windsor, a new development condominium at 23 Ocean Parkway about to launch sales.
Prices at The Windsor will start at $491,400 for studios, $706,050 for one-bedrooms, $1,080,000 for two-bedrooms, and $1,617,300 for three-bedrooms. The nine-story building was developed by Aview Equities, and its design by Gene Kaufman Architects features a red brick facade that complements its prewar neighbors as well as oversized, steel-framed casement windows that promise abundant natural light for the 98 apartments inside.
Select residences at The Windsor include private outdoor space, and all interiors by Cat O'Brien Collective feature high ceilings, wide-plank white oak flooring, video intercoms, VRF heating and cooling, and in-unit washers and dryers. Kitchens come outfitted with buff stone countertops and GE appliances.
The Windsor is located in close proximity to Prospect Park and Green-Wood Cemetery, two beautiful Brooklyn green spaces, but residents will have exclusive outdoor oases between a landscaped courtyard, a second-story amenity terrace, and a roof terrace with dining area and open views of Brooklyn. Two floors of indoor amenities will include an attended lobby, a fitness center, a game room, a children's playroom, a coworking lounge, and a dining room. Additional conveniences are to include a pet wash station and bike storage. Private storage and on-site parking are available for an additional fee.
The Windsor is located a short distance from stables operated by Brooklyn Equine, which is in charge of horseback riding programs at Prospect Park. When the building was still under construction, Program Director Xiana Quadrozzi told ABC 7 that the horses were used to the steady hum of city noise, but sudden loud noises from the site were scaring them and causing injury to riders. Brooklyn Equine sued the developer in July 2025, but Aview Equities founder Abraham Leifer told Gothamist, "There's no more conflict" and that construction should be done soon.
In addition to Prospect Park's bridle path, The Windsor is located in close proximity to Prospect Park Lake, Prospect Park Tennis Center, Vanderbilt Playground, and Kensington Dog Run. Nearby attractions outside of Prospect Park include Greenwood Playground, Nitehawk Cinema, and popular restaurants and bars. Public transportation options include the Fort Hamilton F/G and the Church Avenue B/Q trains.
