The 140-unit rental apartment building at 254 Park Avenue South is being converted to a residential condominium by Rosen Partners, of which Jack Rosen is a principal.

The pre-war building, which also has an address of 51 to 55 East 20th Street, originally was an office building that was converted to rental apartments about 25 years ago.

Matt Markowitz is the architect for the conversion and plans on file with the Department of Buildings, which indicated that a permit for the project was issued June 25, 2008, show that the 13-story building will have 80 apartments.

The property had been sold in 2005 by the Oregon Public Employees' Retirement Fund for about $75 million, according to a published report.

Some ceilings are as high as 14 feet.

Kitchens have Liebherr, Bosch and Sub-Zero appliances with ebony-stained cabinetry.

The building, which is close to Gramercy Park, has a fitness center and a residents' lounge.

There is good public transportation in the area.
