Following the rezoning of West Chelsea in 2006, the city promised to build affordable housing in the neighborhood. One of these projects, a NYCHA building rising at 425 West 18th Street from a former parking lot on the grounds of the Fulton Houses, stalled in the wake of the recession. However, the foundation has just been laid and the structure has now ascended above ground. Artimus is the developer and Gerner Kronick + Valcarcel (GKV Architects) are designing the 160-unit, 18-story building,

The residences will consist of studios through two-bedrooms, and there will be several affordability tiers for eligibility. The new building will have a 4,560-square-foot community facility, and the project will also include improvements to Fulton House's existing basketball court and playground.
