Developer Toll Brothers purchased the site for $44 million in August 2019, shortly after the previous owner got in trouble for illegally running the prewar residential building as a budget hotel. Permits for a new building were filed in spring 2020 and listed Hill West Architects as the designer of record.

The Rockwell is named in honor of American painter Norman Rockwell, who was born on the same Upper West Side block as the building.
