Observer Park is a 12 story, 115 apartment rental at 51 Garden Street in downtown Hoboken. The project began in 1986 as part of a larger venture with Hartz Mountain Industries, but community opposition to its scale and the need to remove mercury from the site delayed construction. Completed in 1989, the orange brick post-war building was developed by Applied Companies and designed by Becher & Wolcynzki; 20 percent of its apartments are designated affordable housing.
