Gerald Brauser plans to replace a six-story garage at 111 Washington Street with a 52-story tower with about 250 condominium apartments.

He has submitted plans to the City Planning Commission for special permits for the tower's plaza and garage and hopes to begin construction next March.

The building will have river views above the 10th floor, a rooftop swimming pool and health club, and a concierge.

The building will have one underground garage level and six above ground garage levels.

The North Fork Bank is providing the financing.

A spokesman for Mr. Brauser told CityRealty.Com that Garrett Gourlay, the architect of the Vesta 24 project nearing completion on Tenth Avenue near 24th Street, is designing the building, which is a couple of blocks south of the former World Trade Center site.
