Plans for the redevelopment of Long Island City's Paragon Paint Factory date back to 2013, when the first plans for a 28-story building were announced, but work has begun in earnest following developer ZD Jasper's purchase of the site from a joint venture of global real estate investment firm Quadrum Global, Baron Property Group and Simon Development in spring 2024. Work is now underway on Paragon, a mixed-use development that will now combine parts of the former factory building with a new construction tower. Archimaera is designing the project, which will feature 186 studio to four-bedroom condos on top of commercial space.
Site remediation work had already taken place when ZD Jasper purchased it, and partial demolition work began in late 2024. Most recently, construction of the new tower has topped out at 23 stories high. Next to go up are the oversized casement windows and brick and metal facade seen in a rendering. Completion is estimated for 2026.

Prices will start at $655K for studios, $940K for one-beds, $1.5 million for two-bedrooms, and $2.15 million for three-bedrooms. Select units will have private outdoor space. One certain perk will be its central address near Gantry Plaza State Park, Culture Lab LIC, popular restaurants lining Vernon Boulevard, and transportation options like the Court Square subway hub and the Long Island City ferry terminal. Paragon topped out construction roughly around the same time the New York City Council unanimously approved the OneLIC Neighborhood Plan to rezone 54 blocks in a mostly industrial stretch of Long Island City, making it the city's largest rezoning in 25 years. This allows for 14,700 new housing units, 4,350 of which will be permanently affordable with all private developments to be mapped under Mandatory Inclusionary Housing Option 1 or 3. Option 1 requires that 25% of a development be available at an average of 60% of the Area Median Income (AMI) with at least 10% of units set aside for households earning 40% AMI. Option 3 requires that 20% of a development be affordable targeting an average of 40% AMI.

In addition to creating new housing units, OneLIC includes a $206 million investment in NYCHA's Queensbridge Houses that includes upgraded community facilities, addressing chronic plumbing problems, preserving approximately 675 public housing units, and bringing vacant units online. It also includes commitments for upgrades to sewage and plumbing infrastructure, streetscape and transportation improvements to make 44th Drive safer, 1,300 new school seats, a renovation of the neighborhood's YMCA branch, and support for small businesses and arts and culture spaces in the rezoning area.
OneLIC is also set to create nearly five acres of open space under the Queensboro Bridge, including Queensbridge Baby Park, not to mention a continuous public waterfront from Gantry Plaza State Park to Queensbridge Park. A Con Edison power plant currently cuts off Queensbridge Park from Gantry Plaza South Park, but the city and Con Ed are currently in the process of negotiating the transfer of an easement for the waterfront portion of the property.
The approximately 54-block, study area includes Anable Basin, where e-commerce giant Amazon planned to build headquarters in 2018; but this plan was withdrawn in 2019 amidst opposition from local residents and elected officials alike. Most recently, starting in late 2023, OneLIC was conceived by the mayor's office in collaboration with the Department of City Planning and City Councilmember Julie Won, who represents the area. Several public meetings and surveys informed the plan, and Councilmember Won notes that such feedback was instrumental in both the success of the rezoning and the securing of a historic level of investment in the project.

Around the time United Construction & Development announced plans for 42-50 24th Street (see below), the developer released renderings of The Cube, its new project taking shape on the site of a former factory loft building. The building depicted is not cube-shaped but rather rectangular, and distinguished by conjoined rectangular volumes in a reflective glass curtain wall; a retail component at ground level will be clad in white paneling and feature a grid of punched windows. The renderings also depict a roof deck, and further amenity details are not yet available.

After a few years of stalled work, things have quickly progressed at 30-25 Queens Boulevard starting this summer. A new design was revealed in June 2025, the team secured a $388.5 million construction loan a short time later, and Baron Property Group bought the site from former partner LargaVista Companies in July 2025.

Renderings depict a sleek tower with a glass curtain wall and copper-toned fins. The 561 forthcoming housing units are to comprise 451 rentals and 110 condos starting on top of 21,000 square feet of retail space. An extensive amenity package will include a smart package room, bike storage, a pet spa, a fitness center with movement studio, regulation-sized basketball and pickleball courts, a sports simulator, a game room, coworking lounges, a content creation/recording studio, a solarium with a kitchen and dining area, outdoor terraces with grilling stations, and a rooftop pool. The site is directly across the street from the Queens Plaza transportation hub and in close proximity to SculptureCenter, JACX&CO food hall, and other popular local dining options.

Plans for a new building at 45-03 23rd Street date back to 2016, when developers Charney Companies and Tavros started assembling the site. Incoco Capital's 2022 purchase of land from Japanese hotel chain Toyoko Inn doubled the size of the site, and the team secured a $525 million construction loan for the project in June 2025.

Early renderings show a soaring tower with gently rounded corners and a full-height glass facade to make the most of skyline, bridge, and river views. It is set to contain 636 studio to four-bedroom apartments, a premier amenities package, a Chelsea Piers Fitness outpost, and a Whole Foods grocery store. The site is located in close proximity to MoMA PS1, SculptureCenter, Jackson Avenue dining, and the Court Square transportation hub.

The project at 42-50 24th Street has been nicknamed Skyline Tower II for its proximity to Skyline Tower, the fact that its 589-foot height puts it just behind its neighbor for Queens' tallest condominium, and the fact that both buildings are developed by United Construction & Development. The developer bought the development site for $57.5 million in February 2025. An architect has not yet been announced, but the project is said to contain 5,000 square feet of retail space, 393 residential units, and an array of amenities that include a fitness center, an indoor pool, entertaining lounges, and 195 indoor parking spaces despite close proximity to the Queensboro Plaza transportation hub.
