New York City has dived headfirst into the Passive House movement, planning several of the largest developments in the country to reach for the energy-saving standard. Even more commendable is that many of the coming buildings are mixed-income housing schemes spearheaded by the public sector. Earlier this month we unveiled two affordable housing developments seeking Passive House certification: 267 West 126th Street and the 655-unit Sendero Verde in Harlem. Now, Dattner Architects has released new renderings of their 27-floor Passive House project to rise at 425 Grand Concourse in the Bronx.
The project sits at the corner of Grand Concourse and East 144th Street in the South Bronx’s Mott Haven neighborhood. The 30,000-square-foot site once held the landmarked Gothic-style P.S. 31, which was tragically torn down two years ago after being deemed structurally unsound. In the summer of 2015, the city’s Department of Housing Preservation and Development (HPD) released an RFP where Trinity Financial and MBD Community Housing Corporation were selected to redevelop the 30,000-square-foot site with 277 below-market rate rental apartments, a charter school, supermarket, medical facility, and community space for cultural and social programs.

The 300,000-square-foot development will become the largest Passive House in the country when it opens in 2020 until it is usurped by Sendero Verde shortly after. The building is projected to consume 30 percent of the energy of a traditional housing development. Aside from a highly-insulated, “airtight” building envelope that will provide the bulk of energy savings, there will be a vegetated roof deck, solar shading, solar panels, cogen power generation, and an energy recovery system.

The 277 affordable apartments will be earmarked for low- and moderate-income families. They will feature individual tenant controls, energy efficient appliances, and water savings fixtures. The project scope also includes a new, accessible walkway to connect Garrison Playground.

When we last passed by the site a month ago, construction work had yet to begin. Building permits were filed in April but are yet to be fully approved. Per the building application, the tower will rise 28 floors, 290 feet to the top of its highest occupiable floor, making it the tallest building in Mott Haven and one of the tallest in the South Bronx.
