Ground Zero players get a 45 day time-out; owners leave Stuy Town to creditors; a downtown building falls afoul of neighbors and regs; Astoria explores rezoning.

An arbitration panel has given the Port Authority and Silverstein Properties 45 more days to reach an agreement on the construction of office towers at Ground Zero. A previous provision would have declared Silvertstein Properties to be in default in absence of such an agreement. The panel will dictate a new development plan if both sides do not reach a new agreement within the 45 day period.

An 8-story building going up at 178 Sullivan Street may have its permits revoked by the Department of Buildings. The reason may be that the building’s scale does not comply with area regulations, or that Vogue Editor Anna Wintour, who lives nearby in the MacDougal-Sullivan Gardens Historic District, doesn’t like it, or both. The building’s developer–who had planned to install a jazz club/cabaret, an art gallery and six apartments–was given 15 days to respond and is negotiating with the department.
