Ocean is a 37 story, 491 unit landmarked rental at 1 West Street in the Financial District. It occupies the residential portion of the former Whitehall Building complex, whose 1902 original was designed by Henry J. Hardenbergh and enlarged in 1910 by Clinton & Russell. After the Moinian Group acquired the upper portion in 1999, architect Avinash Malhotra directed its conversion to apartments.
The upper floors include ten duplex penthouses. Many apartments have high ceilings, oversized entry doors and extra large windows, with water facing layouts overlooking Battery Park and New York Harbor. A duplex penthouse is arranged over two levels beneath multiple skylights and opens to a private terrace facing Ellis Island and the Statue of Liberty.

Its Venetian inspired lobby has arched ceilings, Italian frescoes and inlaid marble, while the residential amenities include a fitness center, game room, resident storage, laundry facilities on every floor, a courtyard, an outdoor plaza and a roof terrace overlooking the harbor.
Ocean faces Battery Park at Manhattan's southern tip, with Castle Clinton and Pier A directly across the park and Battery Park City beginning just west. Pets are permitted, and former New York governor Andrew Cuomo has been a resident.
