The tallest tower under construction in the Financial District is finally ready to rise. After two decades in planning purgatory, multiple ownership changes, and intermittent foundation work, the 64-story, 785-foot multifamily rental tower at 8 Carlisle Street, aka 111 Washington, is set to become the most significant addition to the skyline since nearby 125 Greenwich Street topped out in 2019.

To be known as Link Apartments 8 Carlisle, The 326,000-square-foot project is being developed by Grubb Properties with Pink Stone Capital, and designed by Handel Architects. Renderings show a glass-and-metal tower with full-height windows and I-beam-like mullions. A dramatic entrance at the base is carved into cantilevering setbacks from the corner of Washington and Carlisle, while the building's crown is inversely terraced and then shrouds the mechanical bulkhead behind an illuminated screen.

Construction crews recently filed a bevy of new permits to erect a tower crane and sidewalk shed last month, and the 2023-approved permit confirms the building will stretch 785 feet to the top of its crown. When complete, the tower will hold 462 apartments, several floors of amenities, and ground-floor retail. Between seven and ten residential units will occupy each floor. Amenities will include a 63rd-floor lounge, swimming pool and deck, as well as a fitness center with terrace access, co-working spaces, a demo kitchen, entertainment rooms, and bike storage.

Views from the upper floors will be exceptional. The tower is surrounded by other tall buildings such as the W Residences at 123 Washington StreetThe Greenwich by Rafael Vinoly, and 50 West Street. Most west-facing apartments will look out over the Hudson River and Battery Park City, while views to the south, east, and north will open up as the tower clears its neighbors.
Plans for a 50-story residential building at this site first surfaced in 2005. At the time, Scott Heller, president of the Heller Organization and consultant on the project, hailed it as the first new construction east of West Street since September 11. Twenty years and a dozen towers later, the project is finally moving forward.

The 11,200-square-foot property located two blocks south of the World Trade Center, once held a 10-floor parking garage demolished in 2007 by Gerald Brauser. Its neighborhood is sometimes referred to as Greenwich South and has become a hodgepodge of converted office buildings, hotels, and worn tenement buildings. Wedged between West Street and Broadway, the area was historically known as Little Syria for the waves of Syrian immigrants who settled there in the late 19th century. It became the city’s first significant Arabic enclave, but its heyday ended by the mid-20th century with the construction of the Brooklyn-Battery Tunnel and the World Trade Center, which erased many blocks. Few remnants of its Middle Eastern history remain, and a wave of new high-rise development is now reshaping the neighborhood. The most notable pipeline project is 5 World Trade Center, which will add over 1,200 rental apartments across 80 floors.

Grubb Properties is ramping up work on 8 Carlisle as it winds down its recently opened Link Apartments® QPN. That 26-story rental tower, located at 41-46 27th Street was also designed by Handel Architects and rises next to the Queensboro Plaza subway station. Its development included the construction of a new pedestrian span to the station.
Link Apartments® QPN's 416 studio-to-two-bedroom apartments feature oversized windows, luxury plank flooring, kitchens with quartz countertops and stainless-steel appliances, high-end finishes, and in-unit washer/dryers. Amenities include a 24-hour attended lobby with concierge service, courtyard, game room, fitness center with yoga room, dog run, library nook, outdoor pool and sun deck, and rooftop terrace with grills and dining areas. According to the website, prices start at $4,675/month for a one-bedroom, with up to two months free rent being offered.
