With Toll Brother's game-changing 400 Park Avenue South open and HFZ Capital's ambitious condo development at 88/90 Lexington nearing completion, the low-rise blocks between Murray Hill and Gramercy are garnering new attention from developers. At 128 East 28th Street, a block north of HFZ’s condo duo, plans are stirring to build a boutique residential development designed by TRA Studio. First images surfaced on the architect’s website, showing an eight-story building with retail at the ground floor, and this Wednesday, on April 19th, permits have been filed with the NYC Department of Buildings.

Situated in an area sometimes known as “Little India,” the project will replace two undistinguished buildings on a block dominated by stately pre-war buildings. The Beaux-Art-styled Park South hotel rises adjacent to the lot. TRA states the design is an example of “how to create a modern aesthetic that respects the old context.” Strong vertical piers with sloping window walls in between articulate the street-facing façade. The upper three floors are setback providing opportunities for outdoor spaces. The rear façade will be nearly fully glazed and have balconies.

Looking at the permits, which were filed by Sinha Development, the eight-story rental will likely span to 20,413 square feet, nearly 17,332 of which will be reserved for residential spaces. The permits also note a total of ten apartments, a duplex between the seventh and eighth floor, and another full-floor unit on the sixth; both units will have an adjacent, private terrace. 

At the base, a total of 3,076 square feet of retail will displace the current occupants (an Indian grocery, and a beauty salon). The retail space may extend to the cellar and ground floors if permit plans remain unchanged.

According to Real Estate Weekly, this won't be Sinha’s only project in New York. REW, notes the developer filed plans to build a 27-unit residential building at 336 East 112th Street, back in September of 2015. We know the project by the name One 112, and that construction is advancing and will be completed sometime this year. At completion, it'll bring an addition of 22 condo units to East Harlem.
