New York City is home to some of the top public schools in the country. Theoretically, the city’s public schools are free, but there is a catch: the very best public schools, while technically free, also tend to be located in neighborhoods with some of the city’s priciest residential properties—and nowhere is this more apparent than in Manhattan. The good news is that there are a few notable exceptions, so for parents ready and willing to potentially move, there are compelling options available.

School zones vs. districts

First, it is important to understand the difference between a school zone and district. A zoned school, which includes most elementary schools and some middle schools, prioritizes students who live in the school zone. While there are a few unzoned elementary schools (e.g., for the gifted and talented), they are few and far between. As a result, most New York City parents identify top-rated zoned schools and try to buy or rent in one of these zones.
At the middle school level, many schools are also zoned, but some middle schools accept students from across the district. Unlike zones, districts are much larger areas—for example, District 2 in Manhattan runs south from 96th Street on the Upper East Side down to the West Village, Tribeca, and the Battery. The Upper West Side is a separate district, and so is the East Village/Lower East Side.

Buying in Manhattan's 10 highest-performing elementary school zones

Generally, top-rated schools are in neighborhoods with pricier residential units (a full map of elementary school districts may be seen here). However, when CityRealty investigated, a few notable exceptions showed up, suggesting that this equation, while generally true, may be more nuanced than often assumed.

To run our analysis, we first compared Manhattan’s 10 highest-performing schools (based on 2024–25 New York State math and reading proficiency rates reported by InsideSchools) to median sales data (specifically, NYC Department of Finance condo and co-op sales recorded from August 2025 through July 2026).
Comparing the borough’s top 10 public elementary schools reveals that five are in zones where the median sales prices are well over $1 million, but five of the top 10 schools are in zones where the median sales prices are comparatively reasonable for Manhattan. However, there is an important caveat—median condo/co-op sales reflect all sales, not just those for family-size apartments (e.g., two-bedroom and above). So, while PS 281 may be a high-ranking school in a more affordable Manhattan neighborhood, it is important to bear in mind that the lower median condo/co-op sales figure almost certainly reflects the fact that more than 70% of residential units in the neighborhood (Murray Hill) are studios or one-bedrooms.


Renting in Manhattan's 10 highest-performing elementary school zones

To further investigate, City Realty also compared the top 10 public elementary schools to local rents. Rents were based on data obtained from the FirstMover Open Data Project. Again, one discovers that while the cost of entry is generally high, across the top 10 schools one encounters a wide range of rental markets. This is most striking in the Upper East Side. In the PS 6 Lillie D. Blake zone, the median asking rent for a two-bedroom was $9,123/month, while in the nearby PS 158 Bayard Taylor zone farther east in Yorkville, it was $4,295/month—less than half as much.


What about the rest of Manhattan?

Zooming out to look at the entire borough, one discovers that several lower-performing Manhattan public schools are in expensive neighborhoods while several higher performing schools are in affordable neighborhoods. For example, median condo/co-op sales reached about $1.32 million around PS 75 on the Upper West Side and $1.28 million around PS 51 in Hell’s Kitchen, but both schools have academic indexes well below the top-performing schools in Manhattan, though both are still above citywide averages.
Uptown, one also discovers a mixed picture. In one of Manhattan’s most affordable neighborhoods, Washington Heights, there is a mix of lower-performing schools and notable exceptions, including PS/IS 187 Hudson Cliffs, which has an academic index well above the citywide average. Uptown charter schools further complicated the picture, but because charter schools are not zoned, they aren't included in this analysis.

Is it possible to pretend to live in a top-ranked school zone?

The short answer is no. While there is a long tradition of New York City families attempting to “borrow” addresses from friends and family, NYCDOE staff are trained to investigate address fraud. When you enroll your child in a school, be ready to provide proof that you are living in the actual school zone—acceptable evidence includes a lease or title and current utility bills. Other documentation may be required if school staff have any doubt. If you lie about your address and your deception is discovered, which it likely will be over time, you will likely be asked to enroll your child in your actual zoned school. While rarely applied to families living in New York City, there is even a possibility that you will be sent a tuition bill.
