"172 East 4th Street in the East Village was erected in 1929 by Samuel Ageloff along with a similar beige-brick, 12-story building at 141 East Third Street.

Both buildings were designed by Shampan & Shampan, who were best known for some commercial buildings in the Garment Center including the 17-story Shampan Building at 252 West 37th Street that was built in 1924."
