To walk through Chelsea now, it's hard to believe this part of New York ever used to be farmland. Between a thriving gallery scene and an elevated train track transformed into a popular public park, it's clear that this is a creative setting. Between the protections of three historic districts and the efforts of local preservationists, the area remains rich in quaint townhouses and turn-of-the-century walk-ups on timeless side streets. However, a number of architecturally adventurous buildings have sprung up along the High Line, and a commercial building boom is following suit to make it a true live/work/play neighborhood.
Another plus for Chelsea is its central location and easy access to public transportation. That includes the much-maligned Penn Station, but improvement may finally be on the horizon: Governor Hochul just announced that the Penn Station revamp has moved into the design phase, and that architecture and design firms have until July 28 to submit proposals. The project calls for transforming the cramped two-story station into a sweeping, streamlined space with higher ceilings and new entrances, as well as eight acres of public space and several new buildings, some of which will include affordable housing.

Mayor Eric Adams says of the new train station, “We’re going to turn an embarrassment to a symbol of light.” The state is expected to choose a firm to lead the design process by late summer or early fall.

Leasing for the 700+ market-rate units is expected to launch this summer, and an affordable lottery has recently kicked off for 235 rent-stabilized units ranging from $690/month for studios to $2,342/month for two-bedrooms. (This comes in stark contrast to the Chelsea median rent, which ranges from $4,644/month for studios to $10,000/month for two-bedrooms; figures per CityRealty listings.) A through-block, two-towered residential development has risen on the former site of a parking lot in the center of Chelsea. As part of the Affordable NY program, 30 percent of the apartments have been designated as permanently affordable. Construction topped out in December 2021.

Shortly after demolition permits were filed for the one-story building spanning the corner of Eighth Avenue and West 23rd Street, renderings were revealed for a more striking new building with multi-hued building materials, large windows, a sixth-floor setback terrace, and a green roof. Target has signed a lease for a 28,000-square-foot store at the base level, and the apartments will start on top. A recent site visit saw work underway.

Up the street from 258-278 Eighth Avenue (see above), plans have been filed for a new building with community space, ground-floor retail, and 64 residential units at 280 Eighth Avenue. Crain's New York Business notes that John Catsimatidis has owned the property since 1982 and hopes to start construction soon. However, the Rite Aid currently on the site still has some time remaining on its lease, and demolition permits have not yet been filed.
