Construction topped out at Flow Chelsea last fall, and its attractive stone facade and framed windows are all the way up. As work winds down on the 24-story building, an affordable lottery has been announced for a fraction of the 55 units.

Individuals and households earning 70 to 130 percent of the area median income ($40,080-$138,710/year) are eligible to apply for 17 studio through three-bedroom apartments. Rents range from $1,169/month for studios to $3,051/month for a two-bedroom. As Chelsea's median rent ranges from $3,112/month for studios to $7,295/month for two-bedrooms (figures per CityRealty listings), this is an incredible bargain. The deadline to apply is August 22, 2019.

Thanks to the building's Passive House construction that includes continuous filtered air and triple-glazed windows, lottery winners will be saving money on energy costs as well as rent. Building amenities include a gym, laundry room, and bike room. The location offers excellent proximity to Chelsea's culinary scene, Whole Foods, and the multitude of transportation options found at Pennsylvania Station.
