Developed by Millennium Partners and designed by Gary Edward Handel + Associates and Polshek Partnership Architects, the building features 114 condominium apartments above 311 Ritz Carlton hotel rooms. The tower's striking façade combines red brick on the east side with a glass west section topped by an angled crown that rises toward New Jersey. As the southernmost tower in Battery Park City, residents enjoy unobstructed views of New York Harbor and the Statue of Liberty.

In September 2025, Silver Creek Development acquired the lease for the empty Wagner Hotel in Battery Park City following its pandemic-induced closure. The hotel property in the building was originally a Ritz-Carlton, and Silver Creek Development plans to bring a new luxury hotel to the project. In addition to the hotel, the building includes a condo component on top.
